SARA submissions portal
The State Assessment and Referral Agency (SARA) is the assessment manager for all wind farm, and certain solar farm and battery storage facility development applications. Development applications for these land uses are impact assessable and must undergo public notification.
How to make your submission
Under the Planning Act 2016, you may make your submission by one of the following pathways:
- Online submissions
Online submissions may be made by clicking on the relevant application and selecting ‘make a submission’ below.
- Email
Electronic submissions may be made by email to: renewablesplanning@dsdip.qld.gov.au
- Post
Hard copy submissions may be made by posting to:

Submission requirements
A properly made submission under the Planning Act 2016, must:
- for a development application, be made to the Assessment Manager
- for a change application, be made to the Responsible Entity
- be received during the period for making the submission under the Planning Act 2016
- be in writing
- if provided in hard copy, be signed by each person who made the submission
- if provided electronically, be given in the way stated in the notice for making the submission
- state the name and residential or business address of each person who made the submission
- state the grounds of the submission and the facts and circumstances relied on to support the grounds
- state 1 postal or electronic address for service relating to the submission for each person who made the submission.
