Report a breach of a state development approval

If you are aware of a breach of a state development approval, you can submit a report to the Department of State Development, Infrastructure and Planning (Department) using this form.

Use this form only to report a breach of a state development approval for the following:

  • state interest matters under the Planning Act 2016 (Planning Act)
  • wind farms
  • solar farms (1MW or more)
  • battery storage facilities (50MW or more).

If another government department or local authority approved the development, please report your concerns with the relevant government department or local authority instead.

Do not use this form to lodge a submission for a development under assessment or for complaints about:

  • development projects in general
  • the development approval or assessment process
  • project engagement or consultation activities carried out by proponents
  • a complaint about an action or decision made by the department.

These complaints should be directed to the appropriate government department or local authority.

If you use this form to raise matters not within the Department’s responsibility, you will be contacted and advised of the appropriate organisation to direct your matter to. The Department will not take further action on matters outside its jurisdiction.

Note: The Department expects all communication to be respectful. Abusive, threatening, intimidating or otherwise unreasonable conduct will not be tolerated. If behaviour places Inspector or Departmental staff safety at risk or if the report is frivolous or vexatious, the Department may limit or restrict communication or choose not to investigate the matter.

Required fields are marked with an asterisk (*).

Issue details

Type of state development approval project: *

You can not proceed if your report does not relate to a state development approval.

What is the report related to? *

Are you aware if there is a state development approval in place for the development at the property? * Note: You can check if there is a state development approval on our site.

Have you raised your report with the project developer? *

Note: Some concerns can be resolved more quickly by contacting the project developer directly, rather than waiting for the Department to complete its assessment. State development approvals issued by the Department require most project developers to investigate complaints and provide a response.

You are encouraged to raise your report with the project developer first. They will give you a reference number and must provide you with an outcome in writing once their investigation is complete.

(include reference numbers, correspondence etc.)

Please attach any photos, reports or other evidence that may help identify or demonstrate the suspected breach of the state development approval. Files must be no larger than 50MB.
