Growth Monitoring Unit
Purpose
The Growth Monitoring Unit (previously the Growth Monitoring Program) was established under the previous regional plan for South East Queensland (ShapingSEQ 2017).
The Growth Monitoring Unit (GMU) is to be continued under ShapingSEQ 2023 to:
- monitor housing and employment land use, supply and development activity data in South East Queensland (SEQ) against the regional plan’s policy benchmarks and targets, and
- analyse this data to provide empirical evidence to support infrastructure and land use planning and decision making in the region.
Growth Monitoring Reporting
The Growth Monitoring Reporting position paper ( 966.1 KB) outlines the purpose, strategic approach and scope of future Queensland Government growth monitoring reporting. Building on prior Land Supply Development Monitoring (LSDM) reporting in SEQ, the future of growth monitoring reporting recognises the broadening scope of land supply for housing and employment and considers aspects and implications of growth.

- South East Queensland Industrial Land dataset represents a point in time (latest version as at 31 December 2023) snapshot of the amount and type of industrial zoned land available in South East Queensland.
Land Supply and Development Monitoring (LSDM) Report
The GMU uses a suite of tools to monitor housing and employment land use and development activity, including the Land Supply and Development Monitoring (LSDM) Report.
LSDM Reports from 2018 to 2021 monitored the progress of ShapingSEQ 2017 policies, while future reporting will monitor the progress of ShapingSEQ 2023 policies. Previous LSDM Reports can be accessed via the following links:

Note: In response to the 2022 LSDM peer review recommendations ( 6.2 MB) and the LSDM Peer Review Implementation Strategy (
94.8 KB) and to assist in monitoring ShapingSEQ 2023 policy implementation, significant improvements are underway for future reporting.
The ShapingSEQ Indicator Dictionary ( 944.8 KB) outlines how future indicators can be considered in reporting to provide for improved monitoring and contextual information for ShapingSEQ 2023 policies and targets.
Market Factors Reports
The GMU previously commissioned annual Market Factors Reports to provide additional context to the LSDM report, including insights into the SEQ labour market, household composition and housing costs. Previous SEQ Market Factors Reports can be accessed via the following links:

Market Factors Report findings will be incorporated as part of future growth monitoring reporting rather than a standalone report.
Measures that Matter
The GMU previously included the Measures that Matter subprogram. The Measures that Matter were a set of regional indicators organised under ShapingSEQ 2017’s five themes of ‘Grow’, ‘Prosper’, ‘Connect’, ‘Sustain’ and ‘Live’ that reported on aspects of the natural, economic, and social environment in the SEQ region.
On the release of ShapingSEQ 2023 the Measures that Matter subprogram was discontinued. Measures that remain relevant to monitoring the performance of ShapingSEQ 2023 implementation will be included in relevant implementation and progress monitoring reports.

The Housing Supply Expert Panel
The Queensland Housing Supply Expert Panel provides independent, expert advice to the Queensland Government on housing and land supply matters. The HSEP was established in 2018 as a part of the GMU and focused on the SEQ region and ShapingSEQ 2017 policies. In December 2022, a new panel was established to provide advice on housing supply state-wide.
